Soviet policy on nationalities politicized ethnicity and created a hierarchical ethno-territorial system in which economic and political privileges were closely related to ethnicity. Soviet censuses attempted to represent the numbers of different ethnic groups, and as a result, were politically very sensitive. Yet, there were inaccuracies in these censuses. Azerbaijan was one of the republics in which the accuracy of such censuses was disputed. In addition, Soviet policymakers implemented ethnogeopolitical policies relating to ethnonyms and toponyms. This paper is a modest attempt to address these issues in a balanced way.
